    The roots are growing on the surface because the tree is seeking water. Start deep watering your tree about once a week and the roots should stop spreading on the surface of the ground.

    Getting rid of the large roots is fairly easy and can be done by you or a landscape company. Taking into account to what Sheda said above, determine which roots are the worst problems. You can only cut back about 30% of the roots without damaging the tree. Simply dig around the root about 5 feet from the trunk to expose it and use a tree saw to cut it. I recommend using a tree sealer spray to prevent insect invasion and rot. That's the easy part. Pulling up the remainder of the root will be the problem. You can do that, or just cut away the root that's exposed at the surface. Depending on the age, species and how close to your house this tree is, do the roots facing the house first to prevent foundation issues.
