My experience is that the plant needs to be used/picked. If I don't pull out rhubarb it will start to seed on me.

I agree with elizabeth. it will go to seed if you don't pull out any of the stalks. pull out the tall seed stalk if you want to continue having rhubarb to use.
If your plant is less than 4 years old it may not be old enough to bolt. If it is older than that you need to make sure it has sufficient water as stress and drought conditions block seeding. Also some varieties only go to seed every two to three years. Remember seeding of the plant will diminish your stalk yield and size
