Hello. Snap dragons are a annual so they won't. I live in WI and what I do is them in until late spring. They will reseed themselves. I have a flower bed that reseeds itself every year. I have even had some bigger snap dragons sprout new growth from the bottom of the plant.
I live in North Carolina and they come up year after year.
They don't grow back from existing plants like some do. Mine tend to reseed, but the plants don't always grow where you want them to. After a couple of years they tend to die out so then I buy and plant more, or plant more seeds.
