If chipping it must be scraped and sanded before painting. Vespar holds up best.
If you paint a deck the paint lays on top of the wood and will be prone to peeling and chipping no matter what brand you use. There are various brands of deck paint available and it's a toss up as to what brands are better simply because any paint is going to peel and chip because of the weather. I stripped all of the paint off my deck and used a transparent linseed based stain. I have not any any issues since. It was a tough job.

You have to strip the exsisting paint.Use citristrip,allow to completely dry.As far as painting it this will be a continual problem. have yet to find any deck stain or paint that last for more then one season.I would opt for a transparent stain and see if that lasts longer
