Buy an inexpensive shoeshelf at Amazon and put it under short items in your closets like blouses, tops, shorts etc. It gave my closet a very organized look.

I cut pool noodles to size and put them in my boots. They stand up straight that way and it's a huge help. My flip flops and other casual shoes go in a laundry basket. I have an old entertainment center I got at a yard sale for $10 in my room and most of my shoes are in it, as well as my laundry basket and trash can. I can close the doors to hide those things! The window shelves meant for media have my nice shoes on them, and my boots and shoe basket are in the lower cabinets. I've decided that closets are not the best place to store shoes! My house was built in 1936, and it's a tiny closet.
I know the feeling I have lots of shoes also, use a large elastic band to put each pair together that way they take up less space and you won't have to search all of the shoes toe find the matching shoe,

There are over-the-door hangers with pockets for this purpose. I have an old house with high baseboards so I had a piece of wood cut to run side to side using the baseboard as support. This way you can put some on the floor and on the board under your clothes rod. Like the noodle idea for boots. Off season stuff can be stored in under-the-bed storage units.
