Remove seed heads all the time every time! Inspect the area before mowing and dig up plants and discard in a sealed bag. A seed head can lie dormant up to seven years. Adding cornmeal to soil can help so check with your local horticulture department on how much and when. Also applying a fall and spring preemergent will discourage seed heads from terminating.
