You could make the whole closet shelves. Folded close take up less space than hanging.

See if there is room for more than one shelf above. Make shelves wider. Run narrow shelves down the side walls. A shelf under clothes. Under the bed storage containers for off season clothes or/and shoes. Be very very happy you dont have 2 girls in that room
Buy another rod that hangs over the top rod on two hooks that are adjustable and will give you a lower rod. It is hard to explain but you can find them in HD, Lowes, WalMart.
Pop tabs (or zip ties) hang them over the hook of a coat hanger and you can hang multiple items from one hanger base (just add more pop tabs to each hanger)
If they have belts, you can put 1/2 rows of litte hooks along the sides/back of the closet or the back of the door.
Also you can utilize the bottom of the closet if you have some cardboard boxes, stack them but cut one end out of them, you can add some wood slats between each box to make it more sturdy, and they can put shoes, or folded items in them.
A shoe rack on the back of the door also for shoes.
And baskets from the dollar store can help with organizing the shelf on top just put labels and their name on each basket so they know which belongs to who
And if they have any room under their beds you can get storage containers that are on wheels and perect to fit under the bed
And something else I just seen and am going to try myself is shelf brackets! If hung upside down they provide more hanging space!!
