Your 1930's dresser is worth about $200 in the condition it's in. Metal can be sanded or stripped using chemical products. If you don't want to destroy the value, clean it up and put a piece of glass on top with spacers (to allow the metal to breathe) for a nicer look. Good luck.

That's a very cool piece. If you want to sell it, I wouldn't do anything to it and get in touch with an antique dealer. You can take a picture of it and do a google image search to see if you can find any information on its current value. If you don't want to sell it and just want to refinish it and use it as an heirloom family piece, you can use spray paint for metal. I wouldn't paint over that seal though, very cool.
