Are you pruning off the growth stems (Very tall and thin) in February. Mind you some Apples do only give a good crop every other year, so hang on in there.

Plant things to attract bees to the trees when it is flowering or do it by hand. There are fertilizers for apple trees, perhaps that would help.
Apple trees alternate larger years and smaller crop years. That is normal. To get the most from your tree you might give it 2 or 3 iron spikes out from the tree about as far as the roots grow (they compare with the branches so out that far). The spikes are put in the ground and help feed the apple tree with the needed nutrients to feed the tree to make apples. You can find them at home improvement stores. Just look for the application on the box. There are different spikes for different kinds of bushes and fruit bearing plants.
