Best time to move irises...
After 2 to 5 years, when clumps become congested or lose vitality and stop blooming, divide and replant sound rhizomes in fresh soil. The best time to replant irises is soon after bloom. Transplant them to places where they will have “wet feet, but dry knees.”
Hi Tanne, The best time to split iris and lilies is in the Spring. When they just begin to peek out of the ground, put a pointed shovel right in the clump and pull out a portion of the plant, dirt and especially the root system. Have their new holes already dug. Once the new plugs are replanted, water them. Wait a few weeks to fertilize them. Wishing you all the best.

They should be moved in the fall after growth is done and refurbishing the bulb is over.
In the fall, when weather gets cooler. Make sure you don't do it while they'e blooming.
i agree with Arlene from Staten Island N.Y. I think the best time is late Summer early fall at least where I live. Thank you Arlene...love Staten Island just there 2 weeks ago.
