We had a six foot cedar fend installed inside our chain link fence. The fence experts used metal poles set in concrete to last longer. We didn't even stain ours because we wanted the greyish weather look. It has been up for ten years and looks fine and cuts our yard off from the alley.

Cedar is what I have on one side. Cheap materials, labor is where the cost comes in. If doing yourself, spend the money to have the post holes dug up for you if there are none. Hardest part of the project.
Home depot sells a privacy screen to attach to the fence
Cheap is not usually long lasting... Cedar would work best for longevity... Trellises with vining plants could work too... it really depends on how much work you want to put into it... and the amount of your budget.
