In New England, I cut back my grass sometime in winter or very early spring. It could be done in late fall. But I like to leave the grass for winter interest and animals.

Our landscaper told us to do it in late fall. We experimented with spring & fall and found that we got taller plants if we did it in the fall. You could try experimenting too, to see how your plants react. Wishing you the best.
