Wanting to add a new pool with a deck around the pool attached to a new deck that would replace the old one that i took the picture from.

The topdeck I want it to be attached to the house and have a few steps going down to another deck that surrounds the pool. So its two decks attached by a small flight of stairs with plenty of space for lounging around the pool and the top deck for cookouts and evening dinners. The deck i want it to be vinyl to last for many years.
think a building contractor might be a good idea to at least consult with ... this could be a very complicated proposition -
Anything attached to the house itself requires a permit. I would consult with at least 3 contractors for bids or at least a consult if planning to do yourself.

I agree with above comments. You really should speak to a contractor who should know what your laws require and who will be able to secure any necessary permits. Best of luck to you.
Adding a large above ground pool is a huge job, we've done it and had rent a tractor with a front end loader to make the ground smooth. Do the pool first and then build the deck, but get help with both.
We also installed an above ground pool ourselves, but my husband had a home building company for 25 years. Building a deck is a huge undertaking and especially one with multiple heights. If you're not proficient in building, I agree with the other comments--get a professional. Another thing you may need to consider is the pool laws for your state. Some require a gated, fenced-in area for child safety protection and your home-owner's policy may also require it.
