Close in your Carport or Cover your Car. The cats like warm engines...........
I would suggest that for the sake of neighborhood unity you address the problem with your neighbor first and see what can be done. If the cat is left to roam at will I would put a car cover over your vehicle while it is parked.
Get an old sheet and make a tea. Soak it in a mixture of 3/4 parts chili sauce and 1 part water. Let air dry. Put on car. Cat will not stay on it. Repeat as necessary. Cats are beautiful, but they sure do have a spiteful streak.

put small mouse traps up on the car on hood, trunk and top and that should stop them they hate that sound
Any kitty is like any other outdoor animal....they are territorial. Chances are your car has been marked at it's territory. If you can get a light weight power washer, (I borrow one from a neighbor) and wash your carport down with a 1/4 clorox to 3/4 cold water mix. Lowes and Home Depot sell empty garden spray bottles for applying fertilizer or pesticides etc. Mix a solution of cayenne pepper or bitter apple (get this at a pet supply) and spry all over your carport and surrounding areas. Test a patch on your grass or plants, but both are organic and non toxic....just be safe. Last but not least....take your car down and have it washed and have it scented with a citrus scent. Wipe down your tires with lemon oil. Also call a vets office for other safe deterrents.
There is really no way the owner can control their cat without locking it inside. Outside cats are good mousers and that's a plus too!
Reading my answer, I didn't mean to say to mix the cayenne pepper and bitter apple and even citrus oil. Start with a mild ratio of one ingredient and water for the carport and grass.....anything that is non-toxic but has an offensive odor to cats(My cat doesn't like mint....but another one didn't mind it.) My choice would be bitter apple oil first. This might seem expensive and a lot of work at first, but peace of mind is worth it. Once the kitty decides it's not fun to hang out at your place, they most likely won't come back.
