If it were me, I'd scrape, finish tap and repaint without trying to fix popcorn.

You can't really paint over popcorn ... just causes it to separate from ceiling ... so scrape it all off, remud places where the tape still shows and paint.
Scraping a popcorn ceiling is a lot of work and mess. If you're not into that, google "antique style" ceiling tiles. There are so many patterns from very Victorian to mid-century and art deco. Very easy installation and also easy to paint. They are also lightweight.
Scraping can be easy, you just don't know until you try. I agonized over mine forever thinking it would be hard. I'll grant that it is messy! You can't stick anything on top because it will eventually come loose...sooner rather than later!
