First, how did your former neighbors have a tree cut down on your property? Under what pretense?
Either spend the money and have the stump grinder come out and have instant gratification, or drill holes in it and pour vinegar or salt in it and let it decompose naturally.
Gee the neighbor from hell. I would check with your septic company. I drill holes in my stump and use coarse salt to break it down. They also make a product called Stump Killer but I don't know how either of these would effect the culture in your septic system.

FYI....you might want to have it removed ASAP....we didn't do it right away after we lost our tree in a storm and found out enormous colonies of TERMITES were breeding in the stump....had to get rid of the ones that got into the house. $$$$$$$$$$$
Your neighbours had no right to cut down your tree if it was within your boundry. only cut back that which was over hanging their plot. You say the ground is always damp in that area- Maybe that is why a tree was planted there, to take up some of the water......Plant something there in memory of your father-in-law. or Make a feature of that area - Place a Planter or Statue on top and maybe flower around it..........
You can get a tree specialist to grind down the trunk and remove the roots.
