Are you sure squirrels aren't eating them? They always eat my tulips, but ignore the leaves.
Your bulbs may be planted too deep.
How long have they been planted?They may need dividing

Barb, I did a google search and didn't find any reasonable answers. I would suggest you do what I did. I joined for FREE my local U.S. Department of Agriclture and I can look on their website and I thik you can also call them with questions on the issue you are having. I hope this will be of some help, wish I could offer more advice. Rick Allen
There might be a nearby tree or plant that is sterilizing the bulbs. they don't like to be near certain conifers or other pungent trees, like cedar or eucalyptus. Slippery elm tree droppings(bark, leaves etc) also sterilize the soil underneath themselves. This will mean the bulbs grow leaves but don't bloom.
