There is a machine that will level them. Otherwise, you must level each one as you put them in.

Agree with Naomie; it's what we've done in the past. You do have to have at least a temporary edge the height you're aiming for to run the 2x4 on. Post a photo of your finished walkways. I liked your aerial view. :-)
Yup, Naomi called it. Tap some shims into the ground, set a 2×4across every pair and make sure they're level with each other and each subsequent pair. A little time consuming but a good opportunity to set your grandkids loose with hammers if you're not up for it. My boys helped me with a short path at my grandparents house. Fun fun😁

First rake out as level as you can, then use plate compacted, plate vibrated. My husband said at his work, the Meican people were perfect at it.
You can get a roller or a tamper from a rental place for fairly cheap. It would be quicker to use the roller.
