It is too much detergent. You can remove the film by soaking vinegar and water and using a nylon scrub pad.
Could be several things, see if this helps.

Even though I use the recommended dishwasher detergent and Finish, mine still can come out cloudy so I just soak them in the sink with vinegar, then handwash. My water is really hard no matter what you do.
Yes, it could be the detergent. It could also be the hardness/mineral content of your water, water temperature not high enough, or the quality or age of the glass.
If you water is hard, a water softener will help. At a much lower cost, try adding vinegar to the 'rinse agent door' to see if this results in improvement, and make sure that the dishwasher is not overloaded.
Depending on any of the above factors, you may have to give the glasses a thorough hand-cleaning every once in a while.
Good article that explains in detail:

Hi Patriciat46, We live in a Chicago suburb and our water is very hard. We moved into our current home two years ago (only a few miles from our other house - same water source). There was a water softner already here. I have noticed the remarkable difference from our last home to our current one. Our glassware comes out of the dishwasher much more clear. I believe the water softner is responsible.
We have hard water. I previously used Finish, and didn't like Cascade. I now find the opposite to be true. If I use just powders or powder only pods, I get a film. I prefer the pods with gel, and no longer have a problem. I do use Jet dry or vinegar too in the rinse agent dispenser.
It is the same thing in the shower, since we got rid of bar soap, we no longer have soap scum on the glass.
I don't let the washer go through its drying cycle, I just pop the door open and let dishes airdry, usually before bedtime. If there are glasses, they might need a quick swipe with a dry towel to get any dots. MUCH less film this way..
