Are you looking to create shade?
If so you could put cement in a planter of some sort and stand a tall piece of wood (2x4, or 2x2) make a couple of those and attach a drop cloth or tarp at the top attach the other sides of the cloth or tarp to your house (or build 4 posts and attach it to all 4 posts)
Or you can buy a gazebo type thing that goes in your yard or on decks, get one of those and just anchor it to the ground.
If you're looking for ideas to help seeing impaired dogs find their way through the yard, you could put up things that make some sort of noise around the perimeter of your yard like wind chimes
If you're wanting to keep them off of the plants beside the deck, put some sort of short fencing around it so when they run to the deck they have to go around it and not through it

You could get the taller cast iron urns for your plants, they would be up and out of the way and can't get knocked over. The shower curtains or drop cloths make good sun breaks and just string them on covered spring wire. Good luck
a bamboo shade would work well usually need 2 hooks screwed into top of patio to hang
Get some of those bamboo mats at the dollar tree (the kind people use at the beach) attach a couple of those together and get four buckets (also at dollar tree and fill with rocks or something that is heavy enough to hold 4 pvc poles. The screw some hooks in the top of each pole and attach the bamboo mats. The poles won't need to be very tall, and that would make a cheap and nice shade area for the fur babies.
