Try powdered dishwasher detergent. Sprinkle on heavily, dampen slightly and let sit for a little while. Then scrub with a scrub brush and very hot water. Rinse well.
WD40 is a grease like substance itself - may make it worse. Try Sudsy ammonia. Pour directly on and scrub with a brush.
I would try baby powder or iodioded salt to see if it will suck the oil out of the concrete.
Another thought is Truck Wash or that Hand Orange Oil Soap smothered over it and let it form a skin/really sink in then use a hand held electric cleaning brush or good old elbow grease.
Can I ask where you got Dawn soap detergent from or is this an American site...not that it matters but I have been trying to buy the blue Dawn dishwashing liquid for over a year. It is not available for importation to Australia because of some of the ingredients are not accepted here.....or so I have been told.
We use automotive engine degreaser mixed with boiling water on our driveway and it works really well. If you've got a high pressure washer that also helps alot
SuperClean (purple stuff; get at walmart) My son uses that to degrease engines, etc any type of grease. wear gloves, sucks moisture out of your skin.
CAT LITTER, the tiny white pellet kind. GRIND it into the spot with your flat soled shoe. Been doing it that way for 40 years. Works perfectly.
Try a layer of Kitty litter to soak it up.
