Hi there I would definitely prime it first if its textured.
generally you need to wash the walls and get any oils and tape residue etc. removed. if the texture is on a wall- most often its done with drywall mud sprayed on- before any one started painting it. most call it an orange peel texture,. there are thicker mud designs swirls type patterns. if you have naked never been painted walls, you will want to used a primer. if you are painting with dark colors, have the primer tinted to match the paint you're using.
I always prime with a stain blocking primer like Kilz no matter what. Final color will be true and vibrant.

Yes prime with a high-adhesion primer. If in doubt always prime. I learned that the hard way. It is so much easier than dealing with a big mess later.
