Here are some ideas for you on the link below. Being in Florida myself, I would think you do have properly border and shovel out a bit of that sand and replace with soil.

Are you wanting to put an in a raised flower bed?
You could dig the grass out and make a circle around the trunk and plant flowers and fill in with mulch. Or make a wooden circular seat around the trunk.
i would consider using landscaping bricks or stones to create a raised garden bed around the tree. That way, your plants will have a good foundation to grow in.
We helped my best friend and her husband do their tree areas. First we put down landscape logs in a hexagon shape. Then we filled it with soil from Walmart. Last, we planted many hostas in it as they do not mind the shade. They looked beautiful when we got done on 3 of her big oak trees.
Rocks and stones are great, looks good and you can spray them if weeds pop up. Also you can put containers with flowers around the tree on the rocks easy, in expensive and looks great.
Amend he dandy soil with good soil and manure.
Sandy soil
Ok, i wasn't sure if you wanted to plant directly in the existing soil, or put a raised garden bed around the tree
