I don't like fringe on rugs. Actually, I took off the fringe on my large one.
If I had to clean the fringe, I do a trial on a small area first, maybe a place with a dirty spot). Lift up the edge of the rug and put down some plastic, maybe a large garbage bag; on top of which place a large towel to soak up water.
Fill 1 spray bottle with cool water and a little Oxi Clean dissolved in the water, spray the fringe and rub it between my fingers to see if the dirt is loosening...which it should.
Then proceed to squeeze out the cleaner (use a white cloth to see if dirt is coming out). Spray the fringe with cool water from the second bottle to rinse, then proceed to squeeze out the moisture with a dry cloth. Blot this as dry as you can get it, pull the towel on top of the plastic toward the area you just cleaned so it will be lying on a dry area. You can even place a folded kitchen towel under the are you just cleaned so it can get more ventilation.
Let his dry and see if you made any difference. If so, continue to clean. If not, look for something else...maybe "Resolve" carpet shampoo. Just rub it in good before rinsing!
