Please don’t paint over it without doing the right prep. It has to be sanded and primed correctly or the paint will just peel off. My first home was exactly this situation and I cursed the seller for years!
I lightly sanded the oil based paint and repainted with a satin latex. It worked well. I did it two years ago and it has held up fine, even with washing.
