If you're having trouble, you might want to think about replacing it. You could build over it (not on top). You'll need new footings so the deck has the proper base. Look into composite decking. It lasts forever.
If its just a few bad boards you can pry up or unscrew the bad ones and replace them with new boards. If the whole deck is compromised, get a pro to look at it..... as decks can be deadly, many fail and many people die on them. I fell through a clients pressured treated lumber deck that appeared good, and was relatively new, banged myself up real good and would have hurt myself real bad if it weren't for my fast reflexes.
Just remember you are liable for anyone hurting themselves on your deck.... get it inspected.
Just replace the wood. Nothing that you put on will prevent any further damage.
SAFETY first.... if the wood in coming up... it needs to be replaced.... and be prepared to replace or repair the joists, ledger, and posts as well.
