Have you tried hair spray?
At this point in time... you have nothing to lose... try removing the red nail polish with nail polish remover... PLAIN nail polish remover.. not one that is tinted.... put a thick layer of paper towels under the spot and work on a hard surface like a cookie sheet.... wet a cotton ball or q-tip in the polish remover... and DAB at the spot.... once color come up onto the cotton ball or q-tip... throw it away... do not re-use.... keep wetting and using new cotton balls or q-tips until the entire red stain is gone..... then wash the shorts right away... it may or may not remove the blue dye from the shorts... but it is worth a try.
Try acetone, dab lightly with a cotton ball. Then wash the shorts & air dry them. If the stain is still there, try again with the acetone.
If the stain remains, go to a fabric store such as JoAnn's or look online for appliques that would cover it, and use either Fabritac or Fabric Fusion or sew it on over it. Use one on a blouse to go with it and no one will ever know!

In the salon we always used a very stiff hairspray to remove nail polish stains. Soak it completely with the hair spray and dab it up with a white towel. Good luck!
