I've painted over brick fireplaces before, but this stone is rough. The top of the hearth looks like smooth marble, but the bottom is the same rough stone.
The first coat of paint should be a good primer, then you can paint which ever finish you choose.
Sand over what you have, apply primer, then paint
There is no need to sand, prime the walls first
If you are going over in the same colour the above advice is good, but if you are going for a darker colour then a darker undercoat would be better.
