Can they use a pet (dog or cat) water dish? They come in many styles and provide for either running, bubbling or standing water to drink. I would check at a pet store to see both what is available and what might work best for you.
One of my neighbors runs the local tortise and turtle rescue. Here are sites that will be helpful. They need shade contrary to popular opinion and ample water. Regular cat and dog dishes may not work depending upon the size of the tortoise.
