You don't want to put anything in an expansion joint that isn't flexible (so the joint can do it's job and expand and contract). Here is an article on caulking cement cracks.

There is a caulk for cracks in cement, it’s lasted a good few years.
You don't want to fill in the seams with cement. There are there for a reason, to allow for movement, especially with the freeze and thawing. You would need to use something with give, like a caulking. If you keep the seams cleaned out of any dirt, no weeds will grow there. I used the pressure washer to clean some out in may and I still don't have weeds in them.
Cement crack repair - Home Depot and Lowe's have it.
As Nancy said fill only the cracks, not the seams.
