Try some lattice fence panels that you build yourself. Here is a fancy example:
Put up a lattice with ivy or bushes in front.
Plant an evergreen clematis on the lattice that others are recommending.

Janet, evergreen clematis is a perennial which means it comes back every year. It does not need to be replanted. And it is evergreen which means that it keeps its leaves, they do not die and fall off, leaving a stick for the winter. The leaves combined with a lattice trellis should provide plenty of privacy.
