I wouldn't bother to make a ladder, as they are cheap enough to buy second hand, but you could make a staircase using Concrete blocks following the side of the pool. You could also add a handrail for security too.
I agree, it would be cheaper ( and probably safer) to go buy one. That is what they are designed for.
I would just buy a new one.

PVC is not UV stable, so you will have to keep it painted.
I would be concerned how to keep the ladder from moving around as well.
A ladder made of PVC pipe is strong enough to withstand the weight of regular use, while light enough to move when the pool is not in use. Weigh the PVC down with sand to prevent the side in the pool from lifting when submerged under the water and to keep the ladder stable when climbing. Measure the height of the pool.

Thanks to everyone for the suggestions! I have disability (Multiple sclerosis) and I’m ok. I can get in fine, but getting out is a trick. I know part of it is a visual thing, I don’t have good perception about how far down each step is, etc. Maybe something wider or?
Building a safe above-ground pool ladder is simple if you follow these steps:
1. Use weather-resistant materials that can support weight and won't corrode in water or sunlight.
