Yes dirt always compacts down. Add some more dirt and level out.
Hey Kathryn. Wish I could see more. Is that your rain gutter downspout (white) with a dark corrugated extension piece added on? If that's what they are, you need to get out there and redirect the bottom so it outlets water further away from the house. Did the guys who replaced the dirt and remarked it would sink, leave the work-site with it that way? Seriously bad move, if so. It musta looked like the rapids under that outlet, when the rain was coming down. Good luck. JGN
Im no expert, but I think I’d give the dirt a little help with rake or shovel. I’d also buy a 4-6 foot extension for the downspout. Available most every hardware store. They usually fit right on, lessening the need for duct tape. If necessary, a little screw in The sides of the gutter, then sealing those.

Cement is very porous. You don’t want water in your basement.
Thanks, that downspout is directed to the back of the yard which is a down slide away from the house. No, the dirt was much higher up and they did say it would sink, but not sure they meant it that far down. Thank you both for the input, we wanted to get a handle on if this might be normal before I call the company tomorrow.
