A sago palm isnt a true palm tree, they like to dry out a bit between waterings, but not totally dry. Plants generally don't like to move around too much, find a spot where it gets a few hours of filtered sun daily and leave it there. Hopefully this helps. I put that size sago in my atrium 30 years ago in TX. I have cut it to the ground twice and it is doing beautifully and is about 5 feet tall again. Sagos need lots and lots of root space as they grow from a corm. It is similar to a bulb, but much larger. You have it in too shallow a pot with not enough soil. It will yellow and dry out on the bottom leaves every year, and they can be removed as soon as new growth appears in the center. They like regular soil mixed with cactus soil. Watering should be regularly, but check that the soil is not moist before watering again. It should have drain holes in the bottom of the pot also as keeping the corm wet will cause it to rot.
