The first thing that comes to mind is a living plant wall. Put lattice or mesh wire behind the wall and put plants on the top of the wall that will climb up the wire. Then put an assortment of plants, including flowering ones, on the other steps and maybe some lawn ornaments or statuary here and there. Just play with it until you're happy. I'm sure you'll get several good ideas from others.
I agree with using plants to hide the wall. It would make a wonderful backdrop for the fantastic structure you have for the water in that area.
