Have you considered taking your dog for a walk and then he can express himself on other inanimate objects: light poles, curbs, etc.
Can't make a Jack Russell Terrier do anything, he's marking his turf. You could try spraying the area with a strong essential oil like citrus with a bit of caynne pepper in water in a garden sprayer (shake good before spraying) so he doesn't sniff the area which should keep him from marking.
Spray your area with a combination of eucalytus, clove, mint, lavendar, and orange essential oils, mixed and stored in a GLASS spray bottle or a yard sprayer (if it's plastic, wash it out thoroughly). Dogs generally avoid these smells.
use heavy scented sprays as hot pepper, garlic ,etc.

I agree with Sharon on her suggestion. I had really good luck with painting hot sauce on an antique table leg that a puppy insisted on trying to chew all the time. I never had a problem again with him trying to chew on any wood at all. It may work, just make sure you keep it renewed for a while so that he is reminded not to pee or harm your plants or anything else he likes to pick on.
Miami, lots of rain sorry for repeating myself so much but I think concrete garden decor would last longer and keep up with "max" and his doggie world. and it will help me pickup my creativity and work out the excess stress. Concrete city here we come!
