Should I use Polyurethane sealer?
I want to repaint my adirondack chair hand rests. My handyman says not to seal it with polyurethane sealer because moisture will seep in and rot the wood. Is this correct?

I would think that if you used the marine varnish it would be safe since it is good for boats. I am not sure what you had on previously so whatever you do has to be compatible.

exterior clear marine grade varnish that is non-yellowing
You need another handyman. As a wood worker since 1974 never heard of such a thing. I always seal with at least three coats of a water based polyurethane. If I want something real shiny I will put on six coats of gloss poly. It's a sealer. Name says it all.
The best thing to do now is to sand it down gently and then start the process all over again beginning with the first coat and then put your sealant on if the two came together.
