Let the pan soak in water and cream of tarter. You can turn it on low and let it simmer. Then cool before washing.

I have had success using dishwasher detergent and water to soak overnight.
If that doesn’t work, put simple green into your pan to cover the grease and use a plastic bottle cap ( a larger one like a juice bottle) to clean off the grease after an hour soak. Use the cap with the open side down and rub it back and forth over the burnt on grease. It should start to lift fairly quickly.

Make sure you unplug it, use a damp SOS (steel wool) pad on it, rinse it well and let it dry for 24 hours before trying to use is (do NOT immerse it fully in water) just run hot water over the area you scrubbed
where exactly is the greased not put the pan in water....
If your electric fry pan is submersible (most are) I would make a paste of baking soda and water, spread a generous layer of that on, leave sit 3-5 minutes and scrub off. You can also use salt or soap-filled steel wool pads but be sure to use protective gloves if you go with one of those.
Oven cleaner works too.
