Mine come up every year and all I did was throw the seeds !
I have tons of purple cone flowers.....no problem.....just plant them and they will grow and multiply.....no flowers the first year though.
I buy the small plants that are already rooted and plant them in full sun or at least 6 hrs of sun - plant, water and ferilize yearly and they will come back every year
