How do I go about making a flower bed around a tree using cinder blocks?
I see a wire or hose across the sidewalk. Will you be allowed to have a small hose in that place? If so, you just need a brace (holder), a 3-4’ thin pipe, and a waterfall or mister shower head, and the connections for that. If you need to move the hose, go back to the junction of the sidewalk to your walkway. Even if there is just a small gap, dig down at least six inches, using a dull knife if you need to. That trench will allow you run a thin water hose and a lighting cord to the outer edge of the sidewalk. Then, do the same narrow trench six inches below the sidewalk, hiding the hose and cord all the way to your flowerbed. You can have lighting and a mister in your knockout display. Best wishes, S! ☺️
