There probably is. How about signing up with your power company? They send out alerts for everything, including planned power outages to upgrade equipment. Read your bill carefully or give them a call.
I receive alerts for both my house and my mom's - two separate power companies and areas. The way I signed up provides reverse phone calls and / or texts for any emergency, not just power outage, i.e. earthquake, fire, etc.
