I think you need to replace. Home depot does a lot of my repair. .there are a lot of Windows company. .look on internet. Or yellow pages. .look up window work on internet. .Anderson Windows. They are a good brand. .they will all come and give free estimate. .the ones I need are about two thousands. Dollars. .haven't got yet. .still shopping around for good price. .Good luck. .
The gas inside is gone. Humidity has leaked in and fogged the windows up. Replace is the only way to make the view better. If you are handy, you can disassemble the windows and clean them. Once clean and dry, put them back together when they are hot (leave them in the sun to get them hot). Use silicone caulking, not latex, after reassembling. Spread a bead around the windows while they are hot and let dry / cure.
The reason to do this when they are really hot is that they will cool off and create a vacuum inside. Just like when canning food, when the windows cool off, they'll create their own vacuum inside and you shouldn't see any film build up for a long time. It all depends on how much you can afford and if you have the skills to pull it apart, or if the panes can be separated.

The seal is broken. Depending on the age of the window, sometimes it can be repaired. Window guys are a dime a dozen, find one that specializes in repair rather than the hard sell to replace. Google, yellow pages, Nextdoor.com are a great way to find a window repair service.
Double pane windows have a specific lifetime. Once the argon gas seal is compromised, it can't be fixed. We like Anderson, too. Look for a company that warranties their products and their work.
Mar13877409, do you have an idea of their age? If they are foggy, it usually indicate a loss of argon. Talk with your local glass company to determine if they can refill them. In the end, replacing them with more energy efficient windows will benefit your resale and energy bills. Not knowing where you live, every marketplace is different. There are many Builder supply companies that sell windows at a close to wholesale price. Good luck!
The seal in the glass panel has failed. The inert gas (usually Argon has leaked out and air got in. The glass panels need to be replaced not the whole window. Ace Hardware sells double pane glass panels and they have people that install.
If there are foggy in between the panes odds are that the seal has broken and the gas leaked out. There isn't much you can do besides replace them.
