Hi there, you actually can just go right over plaster and lathe with new wall board (sheetrock), just need to find the studs when you screw it up. They make specific (to code) boxes to add to the fronts of your outlets and switches to extend them out to accommodate the new depth as well.
I once owned a home with lathe walls that weren't flat. Be sure your wall board will fit snugly on your wall without breaking when you screw it into the studs. Good Luck!
