Hi this is Peggy, you can get rid of the stump and tree sprouts if you rent a stump grinder and grind the entire thing out.
Peggy is right grinding is the best. That way you can mow or weed eat the area without there being a stump sticking up.
Buy Sucker Stopper spray at a garden center
Drill a 2" hole in the stump in several places. Pour salt in each hole, pour vinegar in the holes and pour boiling water in them. If you want to keep the stump, just nip the sprouts off as they show up. I cut down a tree and am using the stump as a planter, so I just cut the sprouts off.
