Yes, that is what you are supposed to do. I generally have several buckets lined up. One with the TSP solution and at least two with plain water. I use a car wash sponge. If it is easier, use a mop to wash the walls. Just make sure they are rinsed well and that they are thoroughly dry before priming / painting. Portable fans help speed up the process.
Every time I clean my mirrors, they end up having tons of streaks and almost look worse than before I started. What could I use to clean them that won't leave streaks...

I always use TSP. Amazing how much dirt comes off what look like clean walls.
