If it's veneer, you'll either have to glue it back down or remove it. Tell me a little more and we can go from there.
First, I would clean it with Murphy's Oil Soap. After it dries, you can use a product called Furniture Refinisher by Homer Formby. I've used it and have been very happy with the results. Give it a try! Here's a link that tells you more about it:
