Have you tried Zud heavy duty cleanser?. It won't help the chipped part but might help the stained part. Sprinkle it on, scour it in and let it sit 10 or 15 minutes, then rinse. Hope it helps.

You can paint it with porcelain paint, but the best would be to replace it.
