I would use a strong glue rated for outdoor use or "marine" applications. Spread it under the lifting strands, then clamp them down or apply a weight until glue dries. A bit of waxed paper would help keep the glue from adhering to your clamps or weight. Spraying paint would get into all of that texture much easier than a brush, but perhaps you'd like to brush the woodwork. It'd work to spray the whole thing if you apply slow, light coats. Three thin coats are better than one thick coat, let each coat dry before applying the next. If chair is outdoors, then perhaps apply a clear post-paint sealer (also in a spray) to keep the paint clean and fresh-looking as well as protecting the chair. Your hardware store should be able to advise you on the products you can use.
