Is there a certain way, or a perfect time to harvest rhubarb?

Mine is growing, and producing, but the stalks aren't very big in diameter

Hello Marcia, Rhubarb season is about over, depends where you live. I'd give it some more time.
if they get too big, they become stringy - try to harvest at 1/2 in or so
If you keep harvesting, you can prolong their season quite a bit -mine in northern Wisconsin is still going strong.
The huge stalks are very often "over-ripe" and very pithy - stringy and tough inside. Small ones are the best -
