What I do is place immovable objects on top of the soil, like stones. That keeps them out.
We used round river rocks and put them 2 or 3 layers deep around the plant on the soil. It stopped them completely.

I sprinkle cayenne pepper on my plants. The pepper doesn't hurt the plant and the squirrels don't like the smell or the taste of the pepper on their fur.

I have resorted to covering some things with chicken wire or wire wastebaskets from the dollar store. That keeps them out. I've also used old birdcages over some of my containers.
You can put some scrunched up tinfoil under a layer of soil they don't like the sound it makes
I use shredded Irish Spring bar soap to keep critters out of my garden. You can shred the soap on a box grater or in a food processor. I live next to woods and a river. This is the only thing that has worked for me. Animals hate the smell and taste of the soap. It does not effect the plants at all.
